France's CRE Sets an 82 GW Target for the First Long-Term Capacity Auction Covering Winter 2030-31

France's Commission de regulation de l'energie published deliberations on the parameters for the first long-term capacity-mechanism auction covering winter 2030-31. On the basis of a parameterisation report from RTE after industry consultation, CRE proposes to the energy minister a demand-curve methodology and the technical and economic parameters for that auction.

CRE retains a target volume of 82 GW for the auction, of which 3 GW may be contracted on a multi-year basis. It says that volume is consistent with security of supply, electrification and rising demand. The regulator also keeps the two price caps, PPG and PPI, at 72 euros per kW and 15 euros per kW, arguing that the caps limit the cost of the mechanism for consumers without blocking cost recovery for different capacity types.

The long-term auction sits beside the ordinary capacity-mechanism calendar. CRE notes that earlier work in July 2026 addressed winter 2026-27. Complementary work is flagged on aspects of the mechanism that the October deliberations do not close. The CRE news page and the supporting deliberation files are the primary public record of the proposal to the minister.
