Pakistan's Central Power Purchasing Agency (Guarantee) has projected an average power purchase price of Rs27.309/kWh for the ex-WAPDA distribution companies in calendar year 2027. The total is Rs3.552 trillion on 130,081 GWh of sales. NEPRA has set a public hearing for 3 November 2026, and the outcome will be used to rebase consumer tariffs from 1 January.
The six scenarios in the filing range from Rs25.883 to Rs29.255/kWh. The 2026 reference was Rs25.32.
Capacity charges are Rs1.914 trillion of the base-case total, or 53.9% by our calculation. Fuel is Rs1.319 trillion. In the two worst cases, which assume the rupee at Rs290 per dollar, capacity rises to Rs1.962 trillion.
The demand-sensitivity case cuts sales by 2,144 GWh but lowers total cost by only Rs25.4 billion. That works out to about Rs11.85 saved per kWh not sold, against an average price of Rs27.31. The rest is spread over the remaining sales. Our full analysis sets out the method and what it means for grid exit and net metering.
