Turkey's EMRA Tightens Behind-the-Meter Storage Rules and Caps Distribution Collateral
Turkey's Energy Market Regulatory Authority (EMRA) published amendments to five electricity market regulations in the Official Gazette of 19 October 2026. They took effect on publication.
Under the change to the connection and system use regulation, a consumer that installs storage with more capacity than its contracted power must fit an automatic power control unit and a cut-off system. These must prevent any export to the grid and any withdrawal above the contracted power.
Distribution collateral rules were also changed. Users that have paid system use invoices in full for 24 months without a collateral default face a maximum multiplier of one. Excess collateral must be refunded within ten business days on request, and collateral created by the new cap within a month. Users that are 20% or more short on collateral are to be reported to EMRA. By our count, the one-month refund window for collateral freed by the cap runs to 19 November.
Licensed generators connected to distribution may not leave the distribution system unless their licence ends, except to move to a transmission connection.
A separate amendment lets distribution companies remotely curtail some unlicensed generators to carry out balancing market emergency instructions. Owners must be told within 15 minutes when the emergency ends. Affected unlicensed producers have 60 days to apply to revise their connection agreements, which by our count means by 18 December.
