Shandong Phases In Forecast Penalties for Wind, Solar and Distributed PV as the NEA Redrafts National Grid-Connection Rules
The NEA's Shandong office has issued 2026 revisions to the province's rules on grid-connected operation and ancillary services, effective from 1 October. The notice, dated 30 September and published on 10 October, sets a three-month transition for wind and solar schedule and forecast-deviation assessments. During that period intraday forecast deviation is run as a simulation without settlement, and other assessments are charged at a coefficient of 0.8. Plants found to have falsified forecasts or operating data get no discount and no cap.
Distributed solar connected at 10 kV and above faces three months of simulation, then a coefficient of 0.5 on schedule assessments from 1 January to 31 March 2027, and the full rules from 1 April 2027. Virtual power plant provisions will be simulated, with a formal start date to be announced.
On those dates, wind and solar farms pay 80 per cent of assessed charges until about the end of December, and distributed solar reaches full exposure six months after the rules took effect. Nationally, the NEA opened a 30-day consultation on 30 September on a revised Regulation on Grid-Connected Operation of Electric Power, which would replace the 2021 version.
